Abstract

This paper focuses on analyzing the theoretical and practical issues related to the activities of grassroots officials of the Vietnam Women's Union in the context of the country's ongoing administrative reform and political system streamlining. By systematizing the viewpoints of the Party, the legal policies of the State, and the Union's guidelines on women cadres, the article clarifies the roles, job characteristics, and legal foundations for the activities of grassroots Women's Union officials. Additionally, the article provides an indepth analysis of the work reality of these officials in the Red River Delta region, highlighting achievements in supporting women’s emulative campaign, economic development, and usage of digital technology. It also reveals systemic difficulties and challenges, such as limited capacity, pressure from mergers and streamlining, and difficulties in attracting new members. The article thereby affirms the strategic role of the grassroots Women's Union officials and emphasizes the urgent need for appropriate policy solutions to maintain and promote their role in the new era. This paper is a part of the doctoral dissertation in Human Resource Management entitled: “Factors Influencing Work Motivation of Grassroots Women’s Union Officials”.
