Abstract
In recent years, training and development officials of the Vietnam Women’s Union (VWU) at all levels has been given attention to and constantly developed. The capacity of VWU’s officials in general and VWU’s leaders, as well as, managers in particular has gradually improved and met assigned responsibilities and requirements. The VWU’s officials at all levels have made positive changes in their professional qualifications, skills and political theory. They own moral quality, responsibility and dedication to the VWU’s work. They are rejuvenated and standardized. Along with strengths/positives, the VWU’s officials currently show their limitations in terms of qualifications and capacity. The peper is writen based on the result of the ministerial-level research project “Leadership and management capacity of the VWU’s officials at the province and district levels” conducted in 2020. It focuses on analyzing and evaluating influencing factors towards the leadership and management capacity of VWU’s officials at the province and district levels. There are two levels that belong to the VWU with their own characteristics as an intermediate level (they do not work directly with members; however, they perform leadership, direction, and management at grassroots level).
