Key Performance Indicators (KPIs) is considered as a method that is increasingly being applied widely in organizations around the world and in Vietnam. Tese indicators allow performance measurement across processes and functions performed; assessment of the quantity, quality of work and responsibility in the work of ofcials and employees) (Tran Kim Dung, 2016). Tis article analyzes the theoretical and practical basis for developing a set of Key Performance Indicators (KPIs) of the presidents and vice presidents of the Women’s Union at commune-level. And they are used as a basis for proposing performance evaluation indicators of the presidents and vice presidents of the Women’s Union at commune-level. From the proposed indicators, to apply and implement in practice, it is necessary to get consultation fom experts, theorists and the president and vice-presidents of the Women’s Union at grassroots level to flter, select appropriate indicators. Te development and implementation of a set of performance evaluation indicators of the presidents and vice presidents of the Women’s Union at grassroots level in order to improve the quality of staff evaluation in the Women’s Union in general and the staff evaluation of the Women’s Union at grassroots level in particular. Furthermore, they are considered as scientifc basis for the Vietnam Women’s Academy to design training programs, foster the staff the Women’s Union at grassroots level according to job positions.
