Abstract

Te theory of the proletarian state is an important content that was protected and developed by V.I. Lenin in the volatile historical period of world history. Te proletarian state is the product of the dictatorship of the proletariat and belongs to the masses. Democracy and real rights belong to the vast majority of the people. Social functions and organizational and constructing functions are emphasized and concentrated in the theory of the proletarian state. All of these contents were analyzed by V.I. Lenin in order to afrm the practical signifcance in the process of building and perfecting socialist rule of law state in Vietnam that our Party chose. Tis is an urgent content that our Party has determined in the current
period, although the path to socialism in the coming time will still have many difculties and challenges. Te document of the 13th Party Congress afrmed the leadership role of the Party and State and the people’s right to mastery in the process of building and perfecting socialist
rule of law state. Besides, the goal of building a socialist rule of law state in Vietnam needs to follow the principle that the state belongs to the people, power belongs to the people, all activities of the state are aimed at serving the people, towards to the fundamental goal that
is to build a society of democracy, development, civilization, progress, feedom and happiness for the people
