Abstract
Human resource management at autonomous universities is shown by independently recruiting and allocating needed vacancies; creating a favorable environment and conditions to encourage officials and employees to work, develop capacity and contribute within permitted autonomy. Autonomy in human resources is a condition for universities in general and Dong Thap University in particular to effectively fulfill their functions and missions to contribute to the success of the university autonomy process. The proper consideration of influential factors and general perceptions of human resource management from the perspective of autonomy at Dong Thap University will help the administrators figure out appropriate measures for its fundamental and comprehensive development.
