On the Changes of the Foreign Policy of the CPV during the Đổi mới Period

Abstract

While discussing on the changes of the foreign policy and of the diplomatic strategy of Vietnam from 1986 up to now, Vietnamese and foreign scholars have suggested different opinions. This article tries to contribute to clarify two points, namely the starting date of the new foreign policy and strategy and the levels of changes in these new policy and strategy from 1986 to 2006. Nearly two years after the beginning of the Đổi mới, on May 20th, 1988, the CPV Politburo issued the No 13/NQ-TW Resolution on the Tasks and Foreign Policy in the New Circumstance. That resolution testifies the changes of the way of thinking of the Party concerning international relation, security and development, international solidarity in the international strategy of Vietnam.
