BUILDING A TEAM OF CADRES AND CIVIL SERVANTS RESPONDING TO THE CONSTRUCTION OF DIGITAL GOVERNMENT IN HO CHI MINH CITY

Abstract

In the current global trend and deep integration, especially in the context of the Industrial Revolution 4.0 affecting all fields, the application of advanced technology to state management towards a modern administration, meeting the needs of the people,  businesses and the political system, contributing to building smart cities is the goal that Ho Chi Minh City is aiming for in 2025. To do so, the team of civil servants and officials must meet the level with the general development of the City. The article presents the basis for building a digital government as well as proposing a number of solutions to build a team of cadres and civil servants to meet the construction of digital government in Ho Chi Minh City
