Abstract
The 2018 general education program has been implemented nationwide from the 2019-2020 school year. In fact, the implementation in primary schools in Ho Chi Minh City initially encountered many difficulties in management, teaching and education activities. This article analyzes the current situation and proposes measures to manage professional capacity development activities for primary school teachers to meet the innovation goals of the 2018 General Education Program.
